Charges Filed In 1993 Mpls. Cold Case Thanks To DNA
MINNEAPOLIS (WCCO) -- Charges have been filed in a 1993 Minneapolis cold case where a man was found lying dead in the street.
In January 1993, officers found Terrance Oliver, lying in the area of Nicollet Ave. South and 34th St. East.
Oliver's cause of death was determined to be homicide, but police never found a suspect.
In 2011, Sgt. Barbara Moe with Minneapolis' Homicide's Cold Case unit started to reexamine the case. She found that a DNA profile, thought to belong to a unknown suspect, was entered into the database in 2005.
A match came up to a man already incarcerated in a federal penitentiary in February 2011.
Moe was able to investigate the case further which resulted in charges filed against the man, Billy Diamond Bailey.
Bailey, 56, is now charged with second-degree murder in connection to Oliver's death.
He remains in prison serving out his sentence on an unrelated charge. The Minneapolis Police Department said once he is done serving that time, he will start serving time in Minnesota for yet another case -- a murder that happened in 1984 that he was convicted of in 2005.
