Future First: Success for Youth Through BOSS and P3
Good intentions can interfere with positive results. Until recently, for example, federal and state funding available to help disadvantaged youth successfully navigate graduating high school and transitioning to higher education or employment was structured in ways that precluded many students in need from talking advantage of available benefits. The new federal Performance Partnership Pilots, or P3, targeting youth at risk of dropping out of school, provides waivers from some of the federal rules in a way that we hope will make a huge difference in the lives of many youth.
As we discussed in a previous episode of this program with US Representatives Alcee Hastings and Debbie Wasserman Schultz, in October 2015 the CSC was selected as one of nine entities nationwide to receive funding and permission to break some silos for our proposed Best Opportunities to Shine and Succeed, or BOSS, program.
The BOSS program brings to the table many community partners, some of whom are joining us here today to discuss how each of their pieces will fit this exciting but complex puzzle: Kerith Cobourne, Senior Program Director with the YMCA of South Florida; Elizabeth Dorante, Senior Program Manager, Hispanic Unity of Florida; Thomas Correll, Assistant Principal, McArthur High School; and Carl Dasse, Community Systems Administrator with the Children's Services Council of Broward County.

The Children's Services Council of Broward County is an independent taxing authority which was established by a public referendum on September 5, 2000, and reauthorized via referendum on November 4, 2014, which, through Public Act, Chapter 2000-461 of the laws of Florida, authorized the Council to levy up to 0.5 mills of property taxes. The role of the Council is to provide the leadership, advocacy and resources necessary to enhance children's lives and empower them to become responsible, productive adults through collaborative planning and funding of a continuum of quality care.
