West Hollywood packed on Halloween night despite Carnaval being canceled
This is the third year that Carnaval has been canceled, primarily due to the coronavirus pandemic. However, even without their famed event, WeHo officials are still promoting the city as "the place to be for Halloween." Nicole Comstock reports.
