The Kentucky Republican, who turned 82 last week, announced his decision on the Senate floor on Wednesday.
"There is no evidence that you have a seizure disorder or that you experienced a stroke, TIA or movement disorder such as Parkinson's disease," the attending physician of Congress said.
The incident marks the second time McConnell appeared to freeze and fall silent for several seconds.
