Underage Lifeguard Initiation Party Probed
IMPERIAL BEACH, Calif. (AP) — Authorities are investigating a hazing incident involving four underage Imperial Beach lifeguards who got drunk and passed out, then were posed in sexually suggestive ways and photographed during an initiation party for seasonal guards.
One of the rookie lifeguards was nude in some of the more than two dozen snapshots taken at the Pacific Beach party on Aug. 4, 2009.
Imperial Beach City Manager Gary Brown said Tuesday that investigations began after Imperial Beach officials and at least one San Diego Unified Port District commissioner received a disk last month containing the photos. The city has hired two independent investigators.
The Sheriff's Department has completed its criminal investigation and forwarded the findings to the San Diego city attorney, but there won't be any charges because the one-year statute of limitations has passed.
