The suspects transported the victim to a Bank of America branch at 941 South Atlantic Blvd. around 8:30 a.m., where they reportedly strapped the device around the woman's waist and ordered her to withdraw money, deputies said.
They then fled the location with an unknown amount of cash in a getaway car, possibly a white Kia with a partial California license plate 6HOR54, according to deputies.
CBS2's Dave Lopez caught a glimpse of the woman, who is reportedly the bank's branch manager.
"She was taken to a squad car where we were able to get a couple of good pictures of her," Lopez told KNX 1070 NEWSRADIO. "She was hiding her face; she had tears in her eyes, mascara had run down her face."
Officials evacuated the bank as bomb squad members arrived.
A robotic device denoted the item and determined it was not explosive.
