Cesar Sotelo was arrested on suspicion of burglary and attempted penetration of a girl under 12 years old, Jim Amormino of the Orange County Sheriff's Department said.
Sotelo, who used to live next door, allegedly climbed through an unlocked window and got into bed with the victim early Sunday, he said.
Authorities said he put his hand on her mouth and rubbed her leg with his other hand.
"He also stated, `I'll pay you some money,' or something of that nature," Amormino said.
The victim's brother reportedly heard what was happening and went to his father for help.
"The father confronted the subject and restrained him with a belt," Amormino said. "The father dragged the suspect into the living room while the other family members called 911."
Sotelo was able to escape from the home but was arrested Monday night.
