Garcia, 19, of Wildomar, was reportedly riding his skateboard on the shoulder of Lakeshore Drive west of Morton Ave shortly before 7 p.m. on Dec. 31 when a car struck him from behind, according to Riverside County Sheriff's Deputy Joshua Morales.
The vehicle is a light-colored Honda Accord from between 1992 and 1994, said Morales.
Witnesses also described the vehicle as being lowered with loud exhaust, he added.
"It's probably going to have significant damage to the right front corner panel, the right side of the hood, the front window, and possibly even the right side of the roof," Morales said.
Garcia suffered serious head trauma and several fractures and was transported to Inland Valley Medical Center in Wildomar, where he died on Wednesday.
Sheriff's investigators handed out fliers in Lake Elsinore over the weekend looking for any potential leads in tracking down the driver.
Anyone with information on the incident is asked to call the sheriff's Lake Elsinore station at (951) 245-3300.
