Crews had been working since around 8:30 p.m. Monday to clean up 1,500 gallons of liquid asphalt that spilled onto the roadway after the big rig crashed near the Florence Avenue exit.
Some of the asphalt did make it into a storm drain.
Three people suffered minor injuries in the accident, the CHP said.
