"When I saw the price, I was like, 'Wow, it's amazing'," said Ruiz, who captured the moment by taking a photo of the price board with his smart phone.
Within one block of Melrose and Normandy, regular gas can be had for $3.97 at a Chevron, $3.89 at Union 76, or on a cash basis for $3.69 at an independent Petrol station.
After falling over 32 straight days, the average price in Los Angeles is $3.99 and $3.94 in Orange County. Drivers in the Inland Empire are paying an average of $3.95 per gallon.
However, the declines have still kept prices 6.2 cents higher per gallon in L.A. County over last year compared with 3.5 cents more in Orange County.
