The SS Lane Victory at Berth 49 - which served in three wars and in times of peace as part of the merchant fleet and now serves as a museum - will act as the backdrop for Lee's vision to unite the world's youth and leaders in a promise to promote peace over violence and war.
A "Declaration Of World Peace" on the IPYG website calls for "the heads of state of every country to sign an international agreement" to bring "all wars to an end."
Speaking through a translator, Lee said his message is resonating particularly with younger people who have grown weary of decades of armed conflict.
"There's a lot of youth that are sacrificing themselves to fight in battle," Lee said. "That kind of war has ceased, and the world of peace has to fulfill now."
Carson Mayor Jim Dear was also expected to be among several public officials to attend the event.
