Former Detroit Pension Fund Exec. Faces Child Porn Charges
STERLING HEIGHTS (WWJ) - A 70-year-old former city of Detroit pension fund official is behind bars, accused of downloading "a significant amount" of child pornography.
A total of 20 charges were announced Monday against Walter Stampor, who served as executive secretary for Detroit Police and Fire Retirement System before retiring in 2013.
Investigators for the state attorney general's office allegedly discovered an Internet Protocol (IP) address registered to Stampor was linked to child porn downloads in March. When they got a warrant to search his Sterling Heights home and computer, their suspicions were allegedly confirmed.
A preliminary forensic review of Stampor's external hard drive revealed a significant amount of child pornography present, the attorney general's office said.
Stampor is charged with 10 counts of using a computer to commit a crime, a seven-year felony and/or a $50,000 fine; and 10 counts of possession of child sexually abusive materials, a four-year felony and/or a $10,000 fine.
Bond was set at $50,000 cash at an arraignment Monday before Judge Kimberley Wiegand in Sterling Heights 41A District Court.
If Stampor makes bond, he's been ordered not to use a computer or other Internet device, to have no unsupervised contact with minors, to stay 500 feet away from any school, and to wear a GPS tether.
"Our children are our most precious treasures and we will continue to aggressively prosecute criminals and secure justice for the youngest victims of crime," said Michigan Attorney General Bill Schuette, in a statement. "Downloading child pornography is not a victimless crime – the children in those pictures and videos are victimized again and again by the predators who download and trade their image."
"Awareness is an important component of the high tech crime enforcement mission," added Michigan State Police Det. Sgt. Jay Poupard. "Online and technology facilitated child exploitation crimes are actively pursued and investigated by Michigan's law enforcement agencies."
Stampor is due back in court for a preliminary exam on May 13 at 9 a.m.
