CNSI To Develop First Medicaid System On Cloud In Partnership With Michigan, Illinois
GAITHERSBURG, Md. -- Michigan is a partner with the Maryland government IT provider CNSI in a new platform to use cloud computing in the Medicaid insurance market.
CNSI said Monday that the partnership, which also involves the state of Illinois, will develop and implement a completely automated real-time and cloud enabled Medicaid Management Information System, referred to as "Medicaid as a Service."
CNSI said the cloud system will create savings for both states and the federal government. This tech partnership provides opportunities for states to share knowledge and resources and to efficiently implement federally mandated operating rules and compliance standards.
Some of the benefits that will be realized through this partnership include:
* National best practice for MMIS cloud implementation
* Formulation of a multi-state governance model
Initial cost-benefit analysis indicate that over a five-year period, Illinois could reduce its overall operational cost by 40 percent, while Michigan would realize a 20 percent cost reduction in its operation, and the federal government could cut its matching costs 40 percent.
CNSI has worked with the State of Michigan since 2006, when it successfully designed and implemented the Michigan Community Health Automated Medicaid Processing System (CHAMPS) for the Michigan Department of Community Health. And CHAMPS, federally certified by the Centers for Medicare and Medicaid Services, is the platform that will be used to migrate both states' Medicaid system to the cloud.

In addition to managing the Medicaid Management Information Services (MMIS) operations and maintenance for Michigan, CNSI also works with the state on several other health care reform initiatives, including leading efforts to comply with the Affordable Care Act, ICD-10 implementation, Medicaid Compliance Program and supporting Michigan with its consumer engagement initiative such as the launch of the myHealthButton mobile application as well as deploying its real-time MMIS monitoring tool HealthBeat. CNSI also provides MMIS services to the states of Washington, Utah, South Dakota and Maryland.
Illinois kicked off the project July 23, while Michigan officially kicked off on Aug. 1 in Lansing. The kickoff was attended by more than 150 people, including Michigan CIO David Behen and other state department heads.
