Literacy Overhaul Halfway Through Colorado Legislature

DENVER (AP) - A sweeping overhaul of child literacy teaching in Colorado is halfway through the state Legislature.

The House voted 51-12 Monday for a bill aimed at making sure all kids can read by fourth grade. The measure was divisive because it includes new statewide recommendations on which children should flunk their grade because they're too far behind on reading. By third grade, students far behind on reading could not go to fourth grade without a superintendent's intervention.

Supporters from both parties said the bill would bring new urgency to reading in the early grades. Opponents of the bill argued that the state would be better off paying for preschool and full-day kindergarten statewide.

The measure now heads to the Senate.
