Evanston alderman calls for allowing people of all genders to be topless in public places
Evanston Ald. Devon Reid (8th) said his proposal would allow anyone to be topless regardless of gender in the city – not only at the beach, but also at any other public place. CBS 2's Marissa Perlman reports.
