The lawsuit said the shooting is proof that there is still a "widespread pattern and practice of using excessive force, including deadly force, against African Americans" within the Chicago Police Department. CBS 2 Investigator Megan Hickey reports.
It happened around 1:07 a.m. in the 600 block of Sibley Boulevard.
By all accounts at this point, the teen was unarmed when he was shot by police.
