"We can't do this alone solely with the resources of the Chicago Police Department and I have said this many times. What we experience every day with gun violence is a public health crisis and we have to treat it as such."
"I'm shocked by the fact that we've made any arrests. That you're in jail for coming outside or promoting something that we're trying to restrict."
