The release comes less than two weeks after a Russian court found Wall Street Journal reporter Evan Gershkovich guilty of espionage. Paul Whelan was arrested in 2018 when he was in Moscow to attend a friend's wedding and convicted of spying.

Analysts have noted that Moscow may be using jailed Americans as bargaining chips in soaring U.S.-Russian tensions over the Kremlin's military operation in Ukraine.
