Officials said the mother and son were found dead on the second floor of the home.
Javier Barajas is due back in court on Monday, Nov. 25.
Police said the vehicle was traveling southbound on Cicero Avenue at the time of the crash and then continued to flee southbound from the scene afterward.
The crash happened just before 6 a.m. in the 3500 block of South Cicero Avenue.
