Howard was driving on Illinois Route 45 near Haven Lane in Lindenhurst around 6:15 p.m. Monday when his car ran out of gas. Officers approached the vehicle because it was a traffic hazard, Lindenhurst police Chief Kevin Klahs said Tuesday.
They soon learned Howard, of Round Lake Beach, was wanted on two Lake County warrants and one from the Wisconsin Department of Corrections.
But Howard resisted and broke free, running northwest into a wooded residential area. Lindenhurst police were assisted by Lake County sheriff's deputies and a Vernon Hills officer who happened to be in the area.
After a short chase, Howard was captured. He was charged with resisting arrest and turned over to deputies for the warrants.
An occupant of the vehicle, Tracy Weber, 23, of Round Lake Beach, was charged with obstructing and resisting arrest, police said.
