The head of the Citizens Utility Board says consumers are charged for the amount of electricity they use but ComEd also has to charge for the amount of power they will have to buy in peak times.
"You could think of it as almost like a personal seat license. What you are doing is essentially paying to ensure that there will be electricity in the future," said David Kolata.
Kolata says peak power charges are based on averages over communities instead on individual home usages, which is a break for big suburban houses over smaller city houses, an inequality he'll ask the ICC to remedy as reserve charges triple next year.
