Topinka's Chicago announcement was at the Billy Goat Tavern near the United Center.
"What I'm asking for: your vote...
"If I get re-elected, and I hope you would do this - more accountability, increased efficiency, more standing up against those who would spend, borrow and tax... that's preventing our state from being as good as its people."
Democrat Sheila Simon - the lieutenant governor - has already declared her intention to run for comptroller.
After Topinka's formal announcement, she was asked about Simon and Topinka told reporters: "I don't wish her ill, but I'm going to win."
