Tollway Budget Passage Delayed Due To Mistake By Quinn
DOWNERS GROVE, Ill. (CBS) -- It took two tries before the Illinois Toll Highway Authority Board managed to legally approve its 2012 budget.
As WBBM Newsradio's David Roe reports, the reason is an error made by Gov. Pat Quinn's office.

The Tollway Board met this past Thursday and approved the new budget, complete with the 35-cent toll increase that is set to start on the first of the year.
But there was a problem.
The Chicago Tribune reports Quinn appointed five new members to the board last Monday. But Quinn's office failed to file the necessary paperwork with the Illinois State Senate, which needs to confirm the appointments.
Thus, the meeting on Thursday was declared invalid, the Tribune reported.
The board hastily called another meeting on Monday and passed the budget, the newspaper reported.
Among those whom Quinn dumped from the Tollway Board was former Lake County legislator and Waukegan Mayor Bill Morris, who cast the only vote against the toll increase over the summer, the Lake County News-Sun reported. He was named to the state Liquor Control Commission.
