His parents and other family members were pulling out of a driveway last Friday evening when the boy was shot and killed.
The motive was reportedly revenge for an earlier shooting.
Elgin police spokesperson Sue Olafson said the gang unit and the Elgin residents are credited with identifying the suspect.
"The community provided Elgin police with many leads that ultimately led to this arrest," Olafson said.
Police Chief Jeff Swoboda said the "community is tired of gang members who are cowards hiding behind guns."
