Police released a sketch of the suspect, but did not say whether that sketch led them to the person being questioned.
The death was ruled a homicide.
Streamwood police and paramedics responded to a call from the Salvation Army store in the 1000 block of South Barrington Road.
The body of the infant, which appeared to be full-term newborn, was found in the trash receptacle of a public washroom.
Police believe the mother gave birth between 10:15 a.m. and 11:15 a.m. Friday in the washroom.
