State Senator Wants To Place Ethics Reforms In Citizens' Hands

SPRINGFIELD, Ill. (CBS) -- A measure under consideration in Springfield would place ethics reforms in the hands of citizens.

As WBBM Newsradio's Jim Anderson reports, Illinois State Sen. Annazette Collins (D-Chicago) is sponsoring a constitutional amendment that would allow citizens to institute binding referenda for ethics and campaign finance reforms at the state and local level.

"The people should always have the last word. With this legislation as it relates to ethics, the people can organize and participate, and are sure that their voices will be heard loud and clear," Collins said.

Gov. Pat Quinn has been pushing some form of the same measure for decades to no avail, but he is not deterred.

"This is a journey," Quinn said. "We're climbing a mountain. We're on the foothills, and we're going to keep climbing until we get to the mountaintop."

To put the measure before voters in November, lawmakers would have to approve it by May 6.
