The Chicago Sun-Times' Fran Spielman reports city Inspector General Joe Ferguson advised that Richardson be fired for having underlings pick up cigars for him, and gas up and wash his personal car.
Ferguson says Richardson wasted hundreds of city employees a year for his own benefit, the Sun-Times reported.
But Streets and Sanitation Commissioner Thomas Byrne says firing is too harsh of a penalty, and instead gave him a 25-day suspension, the newspaper reported.
