In the Chicago area, about 15 percent of companies are planning to hire, compared with 12 percent that plan job cuts.
Melanie Holmes of Manpower says this is the latest sign of modest growth.
"The Manpower survey has revealed nine straight quarters of positive hiring intentions, which is a terrific trend," Holmes said.
At the same time, Holmes says the number of companies uncertain about their hiring plans has risen to a 35-year high.
"Their confidence level just hasn't come back," she said.
Still, Manpower calls this the most promising hiring outlook since the 2008 financial meltdown and its subsequent recession.
