CHICAGO (CBS) -- Governor Quinn is commenting on the early release of a prison inmate who is now accused of murder, calling it "a tragic matter."

He says the release was "carried out to the letter" of the law.
Released from prison in May, five months early, 28-year-old Joshua Jones is now accused of murdering a Decatur man.
The AP says "this represents a rare problem for a largely effective early release program" which was stopped three years ago and revamped and restarted this spring.
Reporters asked Governor Quinn about the Joshua Jones case.
"This is a tragic matter. Any loss of life is always tragic, so we want to carefully carry out what the law requires."
Quinn called the early release program "an important law in order to maintain civil justice and safety that we carry it out to the letter."
And," he says, "it was carried out to the letter."
