Jay Kesan, arguing for a public-private cyber security partnership, says the attackers could be easier to catch.
"We're able to do a better job of tracing back where we're getting these attacks from, and so I suggest – particularly in situations where traditional legal remedies are lacking, and where technologies are improving – we should at least be in a position to minimize the impact of an attack," Kesan said.
Kesan says counterstrikes could better protect banking, utility and emergency services' cyber infrastructure.
He has written a paper, which you can find on the Web site for the Social Science Research Network.
