Police Board Picks 3 Finalists For Superintendent
CHICAGO (CBS) -- The Chicago Police Board has picked three finalists for a new superintendent, which would be narrowed down to two finalists when crossed with the four candidates picked by Mayor-elect Rahm Emanuel.
The two candidates picked both by Emanuel and the Police Board are one outsider – Newark, N.J., police chief Garry McCarthy, and one insider, Chicago Police Chief of Patrol Eugene Williams.
The third finalist picked by the Police Board is Assistant Deputy Supt. Debra Kirby.

McCarthy, a former New York City police commander, was also a candidate for the Chicago job in 2003, when Phil Cline was selected. At the time, he criticized the process as being rigged by City Hall in favor of insiders.
The Chicago Sun-Times and Chicago Tribune are reporting that Emanuel favors McCarthy.
