Police say the man pulled up next to the girl and asked if she wanted a ride. She refused, and the man drove away.
The suspect is described as an African-American male between the ages of 23 and 25 with black hair "up to the middle of his ears," bluish-green eyes, and a black mole or birthmark on his chin.
He had a gray gauge earring in his left ear and a gold band with a diamond on his left hand, and was wearing a black stocking cap and blue T-shirt with a white skeleton on it.
The man's car is described as a dirty mid-size silver four-door vehicle, similar to a Toyota, with a shiny hood ornament of a person standing up, according to a police alert.
Anyone with information is asked to call Grand Central Area detectives at (312) 746-8346.
