Gary police say Allen appeared drunk, stumbling and falling as they interviewed him.
Allen was handcuffed and placed in Gary police Officer Charles Minard's squad car, while Minard assessed checked for possible damage to the woman's wrought iron rail she said Allen caused while standing outside her house.
When Minard returned to his car, Allen was gone.
After a broad search, Allen was found near Lake Street and Juniper Avenue in Gary. He was being held pending charges of escape, public intoxication and criminal mischief, police said.
Allen, who told police he lives in Champaign, Ill., had a Chesterton, Ind., address listed from a drunken driving charge filed against him in October 2010, court records show.
