The Lake County (Ill.) Sheriff's Department has agreements with the towing companies to remove cars, but it doesn't set the rates.
That's up to the companies.
Lt. Christopher Thompson says it's really not that unreasonable under the circumstances.
"It can sound like a lot of money," said Thompson. "People also need to understand that these tow truck drivers were risking their own lives. It is their job."
And, he says, people had plenty of warning the storm was coming.
