The State Journal-Register reports Dolgos, 66, was suspended for 15 days starting Wednesday, after police in Springfield found him not wearing a seat belt when they pulled him over on Aug. 1.
IDOT spokesman Guy Tridgell tells the newspaper that all department employees are expected to follow state laws, and department officials "take this issue very seriously."
Dolgos is a former director of the state Department of Veterans Affairs, and makes $102,00 a year in his IDOT position, the Journal-Register reported.
