Joseph Ellison, 35, of Chicago Ridge, was driving his car at a high speed when he struck a motorist waiting at a red light, Riverside police said.
Ellison and the other driver both pushed their cars off the road before officers arrived.
Ellison allegedly showed signs of intoxication. But he refused to perform sobriety tests or take a breath test, Riverside police said.
The officer was charged with DUI, and was ticketed for driving too fast for conditions and driving with no proof of vehicle insurance.
