Gov. Quinn Signs 'Julie's Law' To Crack Down On Extreme Speeders

CHICAGO (CBS) -- A Frankfort teen who died in a car wreck last year is being remembered through a new Illinois law.

Julie Gorczynski, 17, was killed last year in Orland Park when a motorist traveling 26 mph over the speed limit crashed into the passenger side of the Jeep she was riding in.

The resulting legislation, "Julie's Law," was signed Friday by Gov. Pat Quinn. The law, which takes effect next July, bars judges from giving court supervision to motorists who are traveling at least 25 mph faster than the speed limit.

"Our daughter Julie represents how unsafe everyone's child and loved ones are out on the roads when excessive speeders, who often repeatedly offend and use loopholes in the laws to escape with minimal if any consequences," the teen's mother, Pam Gorczynski, says.
