Quinn was left with the job of a new appointment after a special investigation found problems with more than 25 percent of the death related cases handled by the previous inspector general.
Quinn has appointed 40-year law enforcement veteran Michael McCotter to the job.
The appointment comes after revelations that the former inspector general didn't investigate more than 50 cases involving disabled adults living at home who were apparently abused or neglected and later died.
