Waukegan Man Accused Of Sexually Assaulting Teenage Girl
SCHAUMBURG, Ill. (STMW) -- The program director of a suburban children's home was ordered held on a $250,000 bond Wednesday for allegedly having sex with a former teenage resident.
Kelvin Perry of Waukegan was never the 16-year-old girl's counselor while she was a ward of the state and living at the Allendale Association's North Chicago campus, but she would often confide in him, Cook County prosecutors said.
When the girl was placed in a foster home, the 51-year-old Perry and the girl purchased new cellphones so they could keep communicating.
And they did, in texts that were often "erotic," Assistant State's Attorney Jason Coelho said.
Perry drove to the girl's new suburban home Jan. 31 and had sex with her in her bedroom while her foster mother was away, Coelho said.
Then on Feb. 9, after the girl's foster mother dropped her off at the Woodfield Mall, Perry and the girl allegedly had sex in his car in the mall's parking lot.
Perry was arrested later that day after the girl's foster mother called police when she couldn't find the teen where she had agreed to pick her up at the Schaumburg mall, Coelho said.
Perry allegedly confessed to police about his inappropriate relationship with the girl.
Perry, of the 4100 block of Brentwood Lane in Waukegan, is facing criminal sexual assault and aggravated criminal sexual abuse charges.
The Lake Villa-based Allendale Association is a private, not-for-profit organization that provides education, care and treatment for troubled children, youth and their families, according to its website.
