The 12-year-old went into the water for an unknown reason and got into trouble in the "boil," as the turbulent water under the dam is known.
"The older adult male then went in to get him and that's when they were both pulled into the dam," Police Cmdr Eric Passarelli said.
Someone passing on a bike jumped in to help and got in trouble himself.
"Both subjects were kicked free of the boil by the river, itself, and started to float downstream," Passarelli said.
Members of the police and fire departments and bystanders recovered the victims.
Ronald Suchy was in cardiac arrest. The 12-year-old was revived and was talking.
The bicyclist who was hurt trying to help had some cuts and bruises.
