Police found his cab parked in the 500 block of Elmwood Avenue, in the southern part of Evanston.
Blackburn, of the 5900 block of West Iowa Street on Chicago's West Side, had been shot in the head.
Circumstances surrounding the shooting were not known, but Evanston police Commander Jay Parrott said "it doesn't appear that he was robbed."
Neighbors on the block told police they heard a loud noise. It is unknown if that was the gunshot, or the cab hitting a parked car.
Blackburn had been driving a cab for nearly 10 years. He usually worked the night shift.
