The European Union says the World Trade Organization found the U.S. aid to Boeing violated international rules.
The EU claims Boeing received nearly $24 billion in subsidies, such as research grant and free use of technology, from the states of Illinois, Washington and Kansas, as well as NASA and the U.S. Department of Defense.
How much of the $24 billion was illegal won't be clear for months.
