Emanuel: City Could Save $40 Million

Mayoral candidate Rahm Emanuel says the City of Chicago could save $40 million a year if it overhauled a procurement system he says is broken.

Rahm Emanuel says the problem is that the city spent more than $1.5 billion last year. And when you add that to the contracts at the public schools, City Colleges, the CTA, the Housing Authority and the like, it totals up to $3.5 billion.

Together, Emanuel says, that is a lot of buying power, which right now is broken up.

So, Emanuel proposes creating ONE procurement office for the city and its sister agencies. But, he admits, it could take some time to make sure everyone's buying the same kind of stuff, so it can be bought in bulk.
