Mayor Daley had pleaded with Illinois House and Senate leaders not to pass the bill that changes the pension benefit structure for police and fire personnel. But they did.

Now, he's clearly worried the Governor will sign the measure, which he says would trigger the highest property tax increase in Chicago's history.

The City Council has sent Governor Quinn a letter urging him to take no action on Senate Bill 3538 until lawmakers make some changes.

Daley says other measures should be put in place, like two-tiered pensions and higher employee contributions.

Senate President John Cullerton has promised to try to pass an amendment to the legislation, making some of the changes the mayor wants.
