The district's own records that former school board presidents Michael Scott and Rufus Williams freely made donations from taxpayer-funded accounts to dozens of hand-picked charities.
The Chicago Tribune reports most of the donations brought little or no benefit to the school system.
The two gave more than $200,000 dollars for seats at lavish dinners, parties and banquets.
Scott spent at least $220,000 dollars on charities he ran or where he and his wife served on the board.
Scott died in 2009, in what authorities said was a suicide. He had been asked about his expenses the day before his death.
