Cops: Man Tampered With Lake County Sheriff's Radio
WAUKEGAN, Ill. (STMW) -- A Waukegan man was charged Wednesday for allegedly broadcasting racist messages over the Lake County Sheriff's jail radio communications system.
Raymond J. Kelly, 24, of the 4800 block of Eastwood Court in Waukegan, was arrested Tuesday after tampering with the sheriff's office corrections talk group and transmitting "racially offensive language" over the weekend, according to a release from the Lake County Sheriff's office.
Kelly, described as "an avid amateur radio operator," is a former police and fire explorer, the release said.
Police seized a radio and other electronic equipment in a search of his home Tuesday, the release said.
Kelly was charged with two counts of tampering with communication services and one count of harrassment through electronic communications, police said.
The case has been referred to the FBI, according to the release.
Kelly has been arrested and charged before in a similar incident by the Kenosha County Sheriff's office, police said.
Kelly's bond was set at $10,000. He is scheduled to appear in court Dec. 5.
The Lake County Sheriff's Office has implemented measures to prevent a similar security breach in the future, the release said.
