"I didn't know what was wrong and you know when you see a little child ... you try to do the best you can because you know this could be your child," he told Newsradio 780's Mary Frances Bragiel.
At 4:07 p.m. while patrolling in the 3300 block of West Montrose Avenue in the Albany Park neighborhood, Norberg observed a vehicle traveling east on Montrose with a woman yelling from the vehicle.
When the officer approached to assist the woman, he realized she was yelling, "My baby is not breathing -- please help us!"
The officer pulled over next to the car and removed the unresponsive 2-year-old boy from the car seat.
"The child was slumped to his side; his eyes were rolled into the back of his head," said Norberg. He quickly began CPR and the child became responsive.
The 2-year-old was transported to Swedish Covenant Hospital where he was list in fair condition.
