McCarthy, like predecessor Jody Weis, is from outside the Chicago Police Department.
But powerful Ald. Edward Burke (14th) says McCarthy won't have one of Weis' strikes against him.
"The big difference that is offered by Garry McCarthy that did not exist in Jody Weis' background is that McCarthy is a municipal cop; a New York cop who walked the beat, who worked his way up," Burke said.
Emanuel announced McCarthy as his pick for police superintendent on Monday.
""Garry is eminently qualified to continue the department's great work," Emanuel said Monday. The mayor-elect touted McCarthy commitment to "innovation that will bring new ideas to the department."
"The changes that we are going to create are going to come from within and we are going to do it with transparency," McCarthy said. He said he will work closely with community groups to "find out what it is we need to do and how we are going to accomplish our mission."
He acknowledged that the murder rate is too high, but empahsized that the department will focus on all violent crime to "reduce the fear of crime" in Chicago.
Weis made $310,000 a year. Emanuel says McCarthy won't make that much.
