State Trooper In Apparent Pepper Spray Video Returned To Full Duty

BOSTON (CBS) -- The Massachusetts State Police trooper under investigation after pepper spraying a protester in Boston has returned to full duty.

State Police launched an internal investigation after the protester Kin Moy claimed the trooper pepper sprayed him after being told to move out of the way of a police motorcycle. Moy posted the video on YouTube.

The trooper, who has not identified by the department, had been placed on restricted duty pending the investigation.

According to State Police, the investigation is ongoing but until now, any attempts to get in touch with Moy as part of the investigation to hear his side of the story has been unsuccessful. Moy had not filed a formal complaint and had not answered requests to get in contact with State Police, the department said.

"Absent his cooperation, a fair and complete assessment of the incident remains incomplete," State Police said in a written statement.
