Lowell police say a 17-year-old girl was driving a Honda on Mammoth Road Sunday afternoon when she struck a woman as she was crossing the street.
The teen did not stop, according to investigators, and about 20-to-30 feet down the road, she crossed lanes and struck another woman who was getting into her parked car.
The first victim, a 46-year-old woman, remains in critical condition at Beth Israel Deaconess Medical Center in Boston.
The second victim, a 22-year-old woman, is in serious condition at Lowell General Hospital.
The teen driver and one of the three passengers in her car were treated at Lowell General for minor injuries and released.
"The operator of the Honda has not yet received any citations," Lowell Police Captain Randall Humphrey told WBZ NewsRadio 1030 Monday, adding that the investigation is far from over.
Reconstruction specialists are interviewing potential witnesses. They may be done by end of the week.
